Benito Mussolini is not typically listed alongside Adolf Hitler or Joseph Stalin in popular, high-level discussions of genocide, primarily due to a combination of historical narrative construction, differences in the scale and focus of his atrocities, and post-WWII political circumstances. While Mussolini did not implement industrial-scale annihilation of a specific ethnic group in the manner of the Holocaust, his regime committed significant war crimes, ethnic cleansing, and massacres in Libya, Ethiopia, and the Balkans. 

Why?

  • The "Brava Gente" Myth: Following World War II, a "brava gente" (good people) myth emerged, suggesting that Italians were fundamentally kind and incapable of atrocities, a narrative that aimed to differentiate them from their Nazi allies.

  • Targeting of "Others" vs. Internal Race-Based Extermination: Mussolini’s atrocities were generally focused on colonial subjects or populations in occupied territories (e.g., Libya, Yugoslavia, Ethiopia) rather than internal ethnic cleansing. He did not have the same ideological commitment to biological "racial purity" as Hitler, although he did implement anti-Semitic laws in 1938 and his forces participated in the Holocaust after 1943.

  • Suppression and Lack of Documentation: Fascist Italy heavily suppressed news of atrocities, particularly during the 1929-1934 Libyan genocide, destroying evidence that makes documenting the death toll difficult.

  • Geopolitical Circumstances: After the 1943 armistice, Italy became a key Cold War ally, which led to a tacit agreement to avoid war crime tribunals for many former Fascist leaders, unlike in Germany where leaders were tried at Nuremberg.

  • Targeted Crimes vs. Total Genocide: While he used poison gas and practiced mass killing in colonial efforts, historians often categorize these as war crimes or brutal colonization rather than the specific legal definition of genocide, which requires intent to destroy a group.
